Notice is hereby given that sealed bids will be received at Rayne City Hall, located at 801 The Boulevard, Rayne, LA 70578, or by electronic bid at https://www.centralauctionhouse.com/rfpc10224-mader-engineering.html until 10:00 a.m. on Tuesday the 1st day of September, 2026 for the "2026 – 2027 Water Tower Improvements for the City of Rayne, LA" project, and shall at that time and place be publicly opened and read aloud. Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender. The work shall consist of installation of one (1) 1,400 gpm service pump to supplement two existing service pumps, installation of three (3) variable frequency drives, related modifications/updates to the existing SCADA system, installation of a pump control panel, automation implementation, miscellaneous repairs to the elevated water tower, removal of both the exterior and interior coating systems of the elevated water tower, exterior lead abatement and containment during coating removal operations, and coating of both the exterior and interior of the elevated water tower.
A non-mandatory pre-bid conference for prospective bidders will be held at 10:00 a.m. on Tuesday, August 11, 2026, at Rayne City Hall, 801 The Boulevard, Rayne, Louisiana 70578. Attendance is not a prerequisite to submitting a bid on this Project. Prospective Bidders who do not attend are eligible to submit bids on the same terms as those who do attend. Attendance is encouraged.
The Information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, Performance and Payment Bond, and other contract documents may be examined at the office of Mader Engineering, Inc. located at 1245 S. College Road, Building 1, Lafayette, LA 70503. Only electronic sets of plans and specifications may be obtained from https://www.centralauctionhouse.com/rfpc10224-mader-engineering.html.
The Owner reserves the right to reject any and all bids for just cause. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
Each bid shall be accompanied by a certified check, cashier's check, or bid bond payable to the City of Rayne, LA, the amount of which shall be five percent (5%) of the base bid plus additive alternates. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- Rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The bid bond shall be issued by a company licensed to do business in Louisiana and countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this state and residing in this state. The certified check, cashier's check, or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to the bidder, in conformity with the contract documents within ten (10) calendar days after receipt of the Notice of Award.
No bidder may withdraw his bid for at least forty-five (45) days after the time scheduled for the opening of bids. Each bid shall be submitted only on the bid form provided with the specifications. The successful contractor will be required to execute performance and labor and material payment bonds in the full amount of the contract as more fully defined in the bid documents.
Bids will be evaluated by the Owner and awarded to the lowest responsible and responsive bidder in accordance with applicable provisions of Louisiana law.
Contractors or contracting firms submitting bids in the amount of $50,000.00 or more shall certify that they are licensed contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes of 1950 and shall display their Louisiana Contractor's License Number on the front of the sealed envelope in which their bid is enclosed, as required by La. R.S. 37:2165(A)(1) and La. R.S. 38:2212(B)(2). Bids not so submitted shall be rejected and shall not be read aloud.
For purposes of contractor licensing, the Prime Contractor shall hold a current Louisiana State Licensing Board for Contractors classification of either (a) Painting, Coating and Blasting or (b) Municipal and Public Works Construction. If the Prime Contractor holds Municipal and Public Works Construction but does not itself hold Painting, Coating and Blasting, all painting, coating, and blasting work shall be performed by a subcontractor holding a current Painting, Coating and Blasting classification, and the Prime Contractor shall identify that subcontractor and its license number in its bid submittal.
Any contractor or subcontractor performing lead-based paint abatement, removal, containment, handling, transportation, or disposal activities shall hold Lead Based Paint Abatement and Removal (Subclassification 8.3) under Hazardous Materials (Major Classification 8), together with all required Louisiana Department of Environmental Quality approvals, authorizations, registrations, and notifications.
Any contractor or subcontractor performing structural steel fabrication, modification, welding, or repair associated with the elevated water storage tank shall hold all Louisiana State Licensing Board for Contractors classification(s) required for the scope of work being performed. The Steel Erection and Installation subclassification is not required for this Project. Welder qualifications shall be governed by Item No. 16 of Addendum No. 3.
Any contractor or subcontractor performing specialty work related to the service pumps shall hold all Louisiana State Licensing Board for Contractors classification(s) required for the scope of work being performed, including without limitation: Electrical (Major Classification 5) and Electrical Controls and Instrumentation and Calibration (Subclassification 5.1) for SCADA, control panel, instrumentation, and related electrical work; and Mechanical (Major Classification 6) for service pump installation and related mechanical work.
The Prime Contractor may subcontract portions of the Work requiring classifications not possessed by the Prime Contractor to subcontractors properly licensed by the Louisiana State Licensing Board for Contractors.
Subcontractor names, Louisiana Contractor's License numbers, and documentation reasonably necessary for the Owner to verify licensing and qualifications shall be submitted by the apparent low bidder within ten (10) calendar days after the date of bid opening pursuant to La. R.S. 38:2212(B)(3)(a).
Bidder qualifications and supporting documentation reasonably requested by the Owner to determine bidder responsibility shall be submitted by the apparent low bidder within ten (10) calendar days after the date of bid opening pursuant to La. R.S. 38:2212(B)(3)(a).
