2026-28 Town of Farragut Automated Traffic Enforcement Program

The Town of Farragut is soliciting proposals for the implementation, operation, and maintenance of an Automated Traffic Enforcement Program through RFP 2026-28, with responses due by June 3, 2026, at 2:00 p.m. The program requires vendors to deliver a fully functional system including all necessary personnel, equipment, software, and support services to enforce traffic regulations at designated locations such as Concord Rd & Kingston Pike and Campbell Station Rd & Parkside Dr. The contract operates on a no-cost-to-the-Town model, where the vendor assumes all installation and operational expenses and is compensated through a percentage of revenue generated from ticket fines, with an assumed citation volume of 9,000 per month at $50 per citation. The base contract term is five years, from July 1, 2026, through June 30, 2031, with two optional one-year extensions at the Town’s discretion. Vendors must submit a comprehensive proposal not exceeding 100 pages, organized into sections covering company information, qualifications and experience, scope of services and work plan, staffing and supervision, financial stability, and mandatory certifications. A separate sealed envelope containing the completed Proposal Cost Form must be submitted with the proposal. All submissions must be delivered in hard copy—one original and four copies—along with a single PDF on a USB drive, and must be properly labeled as confidential and sealed per Town-specific envelope requirements. Vendors must comply with extensive legal and regulatory requirements including Tennessee state laws such as T.C.A. § 55-8-198 and § 55-8-110, the ADA, Title VI of the Civil Rights Act, the Drug-Free Workplace Act, the Copeland Anti-Kickback Act, the Iran Divestment Act, and the Byrd Anti-Lobbying Amendment. Additional mandatory certifications include assurances of non-discrimination, debarment status, and Tennessee’s Non-Boycott of Israel provision for contracts over $250,000 or involving 10 or more employees. All materials developed under the contract become the sole property of the Town of Farragut, and the vendor waives all intellectual property rights.
