The following project will be accomplished as Washington State Small Works in accordance with RCW 39.04.151-154 and will be subject to state prevailing wage laws. Bidders must hold an active Washington Contractor Registration pursuant to RCW 18.27 and maintain a current Washington State Unified Business Identifier (UBI) / Business License at the time of bid submission. 2. The State of Washington Prevailing Wage Rates applicable for this public works project, which is located in Clark County, may be found at the following website address of the Department of Labor and Industries: Prevailing Wage Rates 3. The contractor shall pay the prevailing wages per day when the work is performed. Bidders that identify on the small works roster shall be registered. Quotes are considered firm for a period of 60 days from the date of the quote submitted. Should C-TRAN seek to go beyond that period, C-TRAN may request in writing for bidders to extend the pricing for an additional 30 days for a total period to not exceed 90 days. 5. As an Informal Request for Quotation, this solicitation assumes that the resulting price for this scope of work shall not exceed $50,000. In the event pricing for this solicitation exceeds $50,000, C-TRAN reserves the right to cancel this solicitation and reissue following the agency's formal procurement process as stated in C-TRAN's Procurement Policy (PBD-003), which can be found on the C-TRAN website. SECTION 3: SCOPE OF WORK C-TRAN is soliciting competitive bids from qualified contractors to provide professional tree trimming, tree removal, and stump grinding/removal services across two (2) C-TRAN facility locations in Vancouver, WA. 3.1 Location Specifications Job #1: Tree Trimming Services Location: Turtle Place Transit Center | West 7th Street, Vancouver, WA 98660 Scope: Prune and cut back approximately five (5) overgrown C-TRAN-owned trees as designated on-site by the Manager of Facilities or authorized designee. Remove all hazardous or dead limbs, maintaining clear vertical clearance over walkways, roadways, and drive aisles. Collect, chip, haul away, and dispose of all debris, branches, and clippings to C-TRAN facility standards upon completion. Job #2: Tree Removal & Stump Grinding/Removal Services Location: C-TRAN Administrative Building | 10600 NE 51st Circle, Vancouver, WA 98682 Scope: Cut down, remove, and grind twelve (12) tree stumps below ground grade to facilitate future replanting by C-TRAN staff in accordance with City of Vancouver urban forestry standards. Remove and dispose of all grindings, woodchips, and debris, leaving ground cavities backfilled level with native soil or clean fill material. Contractor shall call 811 (Call Before You Dig) for utility locates prior to initiating any subsurface grinding operations. 3.2 General Performance Obligations · Prevailing Wage Compliance: Awarded contractor shall file a Statement of Intent to Pay Prevailing Wages and Affidavit of Wages Paid with Washington L&I for all covered labor. · Debris Cleanup & Waste Disposal: All wood chips, trimmings, brush, and stump waste must be completely cleared and properly disposed of off-site at the end of each workday. · Safety & Property Protection: The contractor is responsible for traffic and pedestrian safety control, utility clearance, and protecting C-TRAN structures, paving, and underground infrastructure from damage. The C-TRAN Facilities team will assist with coning coordination and work zone planning. All safety protocols, containment, and site protection measures shall be executed as directed by C-TRAN Facilities staff. · Visual References: Reference attached site photo exhibits for site context and estimation details. SECTION 4: PERFORMANCE STANDARDS & SCHEDULING · 4.1 Time of Completion: Work shall be fully completed within two to three (2–3) business days following the Notice of Award / Notice to Proceed. · 4.2 Hours of Operation & Scheduling: o Standard Hours: Work shall occur between 7:00 AM and 5:00 PM, Monday through Friday. While C-TRAN operates 24/7, all on-site work must be coordinated in advance with the C-TRAN Contract Manager. o Weekend Work & Alternate Pricing: Weekend work requires prior written authorization from the C-TRAN Facilities Manager. Bidders must provide dual line-item pricing on the Bid Form: § Option A (Base Bid): Work performed during standard business hours across two (2) split weekdays. § Option B (Alternate Bid): Work performed over a single weekend (Saturday/Sunday). o 4.3 Site Safety & Work Zone Control: Prior to the contractor’s arrival on-site, C-TRAN Facilities staff will establish, cone, and cord off designated work zones (including reserved parking stalls/Bus Lanes). Storage of contractor equipment or materials on-site is strictly prohibited unless approved in advance by the C-TRAN Contract Manager. o 4.4 Pre-Bid Site Walkthrough Requests: Photos are attached to this sourcing event. Bidders requesting an on-site walkthrough must submit requests in writing through the portal. If approved, C-TRAN will issue an addendum establishing a formal site walk date. SECTION 5: RETAINAGE & INSURANCE REQUIREMENTS · 5.1 Retainage: No contract retainage will be withheld for this project. · 5.2 Insurance Requirements: Prior to contract execution, the contractor shall submit Certificates of Insurance and Endorsements naming C-TRAN as an Additional Insured. Coverages must include a 30-day prior written notice of cancellation/reduction. The following insurance limits are identified below: 1. Workers Compensation: A. State: Statutory B. These Certificates and the insurance policies required by this section shall contain a provision that coverages afforded under the policies will not be reduced, canceled or allowed to expire until at least 30 days prior written notice has been given to C-TRAN. C-TRAN shall be included as an additional insured on all such policies. Information concerning reduction of coverage shall be furnished by the Contractor with reasonable promptness in accordance with the Contractor’s information and belief. The Contractor shall furnish one copy of certificates of insurance herein required. The Contractor shall furnish to C-TRAN copies of any endorsements that are subsequently issued amending coverage or limits.
