The City of Taylor is undertaking the 2026 CDBG Road Reconstruction Program to restore aging residential roadway infrastructure within three cul‑de‑sac neighborhoods: Michelle Court, Debra Court, and Jeanette Court . These streets have experienced progressive pavement deterioration, subgrade instability, and drainage deficiencies that now require full‑width reconstruction to maintain safe travel, protect underground utilities, and preserve neighborhood quality. This project is funded through the Community Development Block Grant (CDBG) program and is therefore subject to Davis‑Bacon prevailing wage requirements , Section 3 , Equal Opportunity , and SAM.gov debarment compliance . As stated in the Invitation to Bid, "This project is funded through the Community Development Block Grant (CDBG) program and is subject to prevailing wage requirements under the Davis-Bacon Act… Section 3, Equal Opportunity, and SAM.gov debarment requirements apply." The work consists of complete pavement removal, subgrade evaluation and undercutting as needed, installation of new 21AA aggregate base , construction of 8-inch non‑reinforced concrete pavement with integral curb , replacement of impacted drive approaches and sidewalks, ADA‑compliant ramp upgrades, drainage structure adjustments, soil erosion controls, and full restoration of disturbed areas. The plans specify that "Earthwork and pavement work shall be in accordance with MDOT 2020 Standard Specifications unless otherwise noted." The reconstruction is designed to improve roadway longevity, correct existing drainage issues, and ensure compliance with current MDOT, ADA, and City of Taylor standards. The anticipated construction window is October 5, 2026 through November 30, 2026 , with substantial completion required by November 15, 2026 . Because this project occurs within established neighborhoods, bidders must account for traffic control, pedestrian access, utility protection, and restoration of lawns, sprinklers, mailboxes, and other residential features. As noted in the plans, "Contractor is responsible for restoring or replacing all disturbed landscape areas, sprinkler systems, fences, signs, mail boxes, etc."
