Johnson County, Kansas is inviting proposals from qualified firms for professional services related to the acquisition and development of high-resolution LiDAR topographic data in accordance with the United States Geological Survey (USGS) LiDAR Base Specification, Version 2025, Revision A. The LiDAR dataset will directly support Federal Emergency Management Agency (FEMA) Risk Mapping, Assessment, and Planning (Risk MAP) Program, as well as other County planning, engineering, and emergency management applications. This Request for Proposal (RFP) outlines the minimum technical requirements, deliverables, and specifications for a Quality Level 2 (QL2) LiDAR acquisition, as defined by the USGS 3D Elevation Program (3DEP). An optional upgrade to Quality Level 1 (QL1) is also included for consideration to support finer-scale flood modeling and critical infrastructure analysis. Vendor proposals shall not exceed 35 pages total. Items excluded from this count are described in the Page Limit Requirements section.
