City of Norco 2050 General Plan Update Project

The City of Norco is undertaking the 2050 General Plan Update Project to establish a long-term vision for land use, development patterns, infrastructure planning, and resource conservation within the city's incorporated limits. The project focuses on preserving the rural, equestrian-oriented atmosphere of residential agricultural neighborhoods, supporting local businesses, and creating a prominent downtown identity. To comply with State Planning and Zoning Law, the update includes six mandatory elements: Land Use and Community Character, Circulation, Infrastructure and Facilities, Open Space and Conservation, Safety, and Noise. The plan incorporates goals and policies developed through community outreach to enhance public facilities, parks, and transportation safety. The project is managed by the Community Development Director, Colby Cataldi, with support from Meridian Consultants. A Program Environmental Impact Report has been developed to ensure compliance with CEQA guidelines, identifying a significant environmental impact regarding paleontological resources that requires specific mitigation. The project also mandates adherence to the Americans with Disabilities Act for pedestrian infrastructure and requires strict confidentiality regarding tribal cultural resources. Additionally, any construction activities involving soil disturbance must comply with NPDES General Permit requirements, including the development of a Stormwater Pollution Prevention Plan. The public review period for the draft environmental documents was scheduled from August 14, 2026, to September 28, 2026.
