Upper Gwynedd Township, on behalf of the Montgomery County Consortium of Municipal Managers, is soliciting sealed electronic bids for the annual delivery of approximately 63,400 gallons of #2 Heating Oil to serve ten municipal communities in Montgomery County, Pennsylvania, for the contract period spanning August 1, 2026, through July 31, 2027. Bids must be submitted exclusively through the PennBid electronic portal by 10:00 AM on Wednesday, May 27, 2026, and will be publicly opened at the Township Administration Building in North Wales. A bid bond is mandatory for submission, and a performance bond equal to 100% of the contract value is required upon award. All specifications, terms, and conditions are accessible free of charge via the PennBid website, and inquiries must be submitted through the portal’s designated questions feature, with the final cutoff for questions set for 2:00 PM on May 20, 2026. The Township and the Consortium retain full discretion to reject any or all bids, or to waive minor irregularities, if deemed in their best interest. The contract imposes strict compliance with municipal, state, and federal regulations, and requires full disclosure of all subcontractors involved in plumbing, HVAC, electrical, structural steel, and ornamental iron work, along with verification of their state licensure. Contractors must affirm they have not engaged in bid collusion and must disclose any individuals or entities holding a 10% or greater ownership interest in the bidding company. Equipment used must be owned, leased, or controlled by the bidder, or accompanied by a certification from the provider. Substitutions for specified materials require engineering approval with supporting test data and Material Safety Data Sheets. While no formal evaluation factors, pricing details, or payment terms are enumerated, the absence of federal accounting codes, WAWF invoicing references, or designated COR/COTR roles indicates this is a locally administered procurement under state and municipal standards. Performance is to be delivered to the designated municipal sites within Montgomery County, and acceptance of materials or services is subject to inspection by the contracting engineer, who holds final authority over compliance. The solicitation does not specify FOB terms, contract type, or award methodology beyond the availability of funding and the requirement for a fully bonded, technically compliant proposal.
