2026 Regional Transportation Plan & Sustainable Communities Strategy

The San Joaquin County Council of Governments is preparing the 2026 Regional Transportation Plan and Sustainable Communities Strategy to guide transportation investment and land use planning across the region through 2050. This plan will update regional goals and policies to address evolving mobility needs, integrate transportation with housing and land use strategies, and align with state mandates to reduce greenhouse gas emissions under SB 375. Multiple growth scenarios will be evaluated to determine the most effective mix of projects and policies that achieve emissions targets while supporting equitable, accessible, and sustainable transportation options. The plan will also serve as the foundation for the Regional and Federal Transportation Improvement Programs, ensuring alignment with federal requirements and state climate objectives. As the designated metropolitan planning organization for San Joaquin County, SJCOG is responsible for developing a legally compliant Sustainable Communities Strategy that demonstrates how integrated planning can meet regional GHG reduction targets. The effort will involve extensive public engagement, data analysis, and coordination with local jurisdictions, transit agencies, and state entities to prioritize projects that enhance connectivity, reduce vehicle dependency, and promote affordable housing near transit. The Senior Regional Planner and Supervising Planner are the primary points of contact for this initiative, overseeing the technical development and community outreach components of the planning process. The plan is forecasted to be released in June 2026 and will inform transportation programming and funding decisions for the coming decades.
