Chino 2045 General Plan Update

The City of Chino has undertaken a comprehensive update to Title 20 of its Municipal Code to align zoning regulations with the adopted 2045 General Plan, which was certified under CEQA on September 2, 2025. This amendment reorganizes and revises multiple zoning chapters to implement new land use designations including Regional Mixed Use, Boulevard Mixed Use, Downtown, and Employment Mixed Use, while eliminating outdated specific plans such as Central Avenue, Eucalyptus Business Park, and Spectrum Center, integrating their standards directly into the Zoning Code. The changes are designed to promote economic development, streamline regulations, and ensure consistency with the General Plan’s vision for mixed-use, walkable communities, enhanced multi-modal transportation, and environmental justice. All zoning map amendments involve reclassifications from one existing district to another and are fully compliant with Measure M, the city’s residential growth control measure. The City Council formally adopted Ordinance No. 2026-008 and Ordinance No. 2026-009 on July 21, 2026, to enact these updates. Environmental review was completed under CEQA through the certification of the 2045 General Plan Environmental Impact Report, which adequately covered the scope of these zoning amendments. No new significant impacts were identified, and therefore no additional environmental review is required. The project area spans approximately 20,626 acres across the City of Chino, with key implementation sites including Riverside Drive, the Pine Avenue Connector, and various industrial and employment corridors. Performance standards such as good neighbor policies for industrial uses, pedestrian and bicycle safety enhancements, truck traffic management, and streetscape improvements are integral to the plan. The City of Chino serves as the lead agency and project applicant, with Michael Hitz, Principal Planner, designated as the primary point of contact. No formal contract clauses, pricing, delivery schedules, or procurement-specific requirements such as FAR sections, COR/COTR assignments, or invoicing protocols are specified, as this is a municipal planning and regulatory update rather than a traditional procurement contract. The project’s environmental compliance documents, including a Negative Declaration and CDFW determinations, were filed with the State Clearinghouse under number 2024090833.
