2026 Retaining Wall Project

The project involves the installation of storm drain systems and associated infrastructure improvements across multiple locations in Bountiful, Utah, with work encompassing traffic control, excavation, construction of reinforced concrete retaining walls, replacement and installation of sidewalk, curb and gutter, and asphalt pavement restoration. The scope includes removal of deteriorated storm drain inlets, junction boxes, and piping, installation of new 12-inch to 72-inch reinforced concrete pipe and manholes, construction of ADA-compliant ramps, transition structures, and waterways, along with landscape restoration and asphalt patching. Retaining wall construction is specified in two variants—a 20-inch and a 36-inch reinforced concrete design—with all exposed surfaces required to have a rubbed finish, consistent with Bountiful City standards. Concrete must conform to Class 4000 per APWA standards, with subgrade compaction to 95% modified Proctor, epoxy-coated rebar, and strict curing and sawcutting procedures for all drive approaches and curb installations. The work is governed by the 2025 Edition of the Manual of Standard Specifications and Manual of Standard Plans published by the Utah Chapter of the American Public Works Association, with supplementary conditions modifying general provisions established therein. Time is of the essence, with a required start date of August 3, 2026, and substantial completion mandated by October 15, 2026, followed by final punch list completion within seven days of receipt. The City reserves the right to terminate for default if performance deficiencies are not cured, and the contractor must indemnify the City against all claims, damages, and legal costs. All bidders must submit a 5% bid bond, and the winning contractor must provide performance and payment bonds each equal to 100% of the contract value, issued by a surety authorized in Utah and carrying an A.M. Best rating of A- or better. Insurance requirements include workers’ compensation with $1 million employer liability, automobile liability coverage of $3 million per accident, and builder’s risk insurance subject to City approval. Contractors must comply with Utah licensing laws, submit subcontractor and supplier reports, and adhere to confidentiality protocols under Utah Code Ann. § 63-2-308. Concrete quality is tightly controlled with on-site sampling only accepted for evaluation, retesting permitted only within 35–40 days after placement via six-inch core samples from three locations, with failure requiring full removal and replacement at the contractor’s expense.
