The City of Foster City is seeking qualified consulting firms to update the Land Use, Circulation, and Noise Elements of its General Plan, including the associated CEQA review. The project is divided into two separate evaluation scopes: one for the Noise Element and another for the Land Use and Circulation Elements. For the latter, consultants must recommend whether to retain a combined or separate organizational structure for these elements. Key technical requirements include updating standards pursuant to SB 743 regarding Vehicle Miles Traveled and Level of Service, incorporating Vision Zero principles, and ensuring alignment with the City's Bicycle and Pedestrian Master Plan. The City expects the project to be completed approximately two years from commencement, with deliverables including a community outreach plan and multiple draft versions of the updated elements. Proposals are due by November 30, 2026, and must be submitted electronically to the Senior Planner. Evaluation will be based on the consultant's understanding of the work, relevant experience in California or the Bay Area, community engagement expertise, and the quality of the proposed project team. The selected consultant must adhere to professional industry standards and comply with the Federal Americans With Disabilities Act and non-discrimination policies. The contract is effective upon endorsement by both parties and expires upon completion of the services. Additional services require authorization from the City Manager for amounts under 50,000 dollars or the City Council for amounts 50,000 dollars or more.
