Field coordinator services

The British Columbia Hydro and Power Authority (BC Hydro) is soliciting proposals under RFP 25048 for Field Coordinator Services to support the installation of new substation and generation equipment, station one-line updates, and substation capital projects within the Lower Mainland and Bridge River region. The selected consultant will provide an expert in electric utility commissioning procedures responsible for verifying that all required tests are performed and signing the Construction Notification of Energization (CNE) to confirm equipment is ready for initial energization. The contract is expected to run from approximately December 2026 to December 2028, with an optional one-year extension for a total duration of three years. Compensation is based on time spent by personnel, and all invoicing must be processed through the Ariba system with a 30-day payment term. Proposals must be submitted by November 16, 2026, via the BC Bid e-service or physical delivery to the Burnaby, BC bid station. Evaluation is based on the highest weighting of criteria, including mandatory compliance with the Freedom of Information and Protection of Privacy Act (FOIPPA). Proponents must provide comprehensive documentation, including health, safety, and cybersecurity questionnaires, as well as relationship disclosure statements. Key requirements include strict adherence to environmental packaging standards, such as the use of PVC-free and recyclable materials, and the assignment of qualified personnel who cannot be changed without prior approval from BC Hydro. The award process allows BC Hydro to reject any proposal that presents a material risk regarding financial resources, safety records, or cybersecurity.
