Pre-RFP Engagement: Direct Install Program Delivery Services

The British Columbia Hydro and Power Authority is conducting a pre-solicitation engagement under notice NTV 25151 to identify potential Program Delivery Agents for a Direct Install Program supporting the Power Smart 2.0 plan. This initiative aims to remove barriers for residential, commercial, and light industrial customers across British Columbia in adopting Energy Conversation Measures. The scope of work includes program management, start-up, administration, subcontractor management, customer assessments, and installation services. Specific technologies to be implemented include electric vehicle chargers, home batteries, lighting, and smart thermostats for electric baseboard heating, with potential additional requirements for marketing and incentive administration. This current notice is a pre-RFP engagement and does not constitute a formal call for tenders or a legal contractual obligation. Interested parties were invited to a supplier engagement call on November 5, 2026, with registration managed by Robert Asante. Final procurement details, including evaluation factors, weights, and the basis for award, will be provided in the subsequent formal solicitation, RFP 25138, which will be posted on BC Bid. The response deadline for this pre-solicitation phase is November 25, 2026.
