2027-002 RFP for PSB UPS

The Town of East Lyme is seeking qualified manufacturer-authorized UPS integrators and licensed electrical contractors to deliver a complete turnkey replacement of its failed 40 kVA, 480 VAC three-phase Uninterruptible Power Supply system serving the Public Safety Building Server Room and Remote Dispatch Center. The project requires the design, furnishing, installation, testing, and commissioning of a modern, redundant, enterprise-class UPS system with true online double-conversion technology, 95% minimum efficiency in online mode, and Tier III maintainability architecture to ensure continuous operation during maintenance. The system must output 120/208 VAC three-phase, support a minimum 30-minute runtime at full load using VRLA or Lithium-Ion batteries, and include a step-down transformer, maintenance bypass, and two intelligent rack-mounted PDUs per rack. All receptacles in the server room must be permanently labeled, and existing UPS output distribution panel labeling must be updated. Proposers must be licensed to perform electrical work in Connecticut and hold current factory authorization from the proposed UPS manufacturer, alongside demonstrated experience installing at least five comparable mission-critical UPS systems within the past five years, with references from municipal, healthcare, emergency services, or enterprise data center projects. Proposals must include a comprehensive preliminary technical design package with one-line diagrams, equipment layouts, load analysis, sequence of operation, and an acceptance testing plan featuring functional, transfer, battery, load bank (minimum 75%, preferred 100%), maintenance bypass, static bypass, alarm, and network monitoring verification. A detailed project schedule and outage/cutover plan are mandatory, and shortlisted proposers may be required to attend a technical design review meeting to present system architecture, redundancy strategy, battery runtime calculations, monitoring capabilities, commissioning procedures, and future expansion plans. All construction drawings must be prepared and stamped by a Connecticut-licensed Professional Engineer. Vendor submissions must include itemized and alternate pricing for extended runtime options (45 and 60 minutes), five- and seven-year 24/7 preventive maintenance agreements, and four-hour on-site emergency response.
