2028 Liberty County Mobility Plan

The Houston-Galveston Area Council, in partnership with Liberty County, has issued solicitation RFP-RFP26-15 for the 2028 Liberty County Mobility Plan. The objective is to engage a qualified contractor to update the 2022 Liberty County Mobility Study and create a comprehensive, county-wide mobility plan. This project will focus on managing rapid growth through data collection, transportation needs assessments, the evaluation of alternatives, and public outreach. The final plan must integrate land use and development trends while prioritizing safety, mobility, and the establishment of an efficient, high-quality roadway network. The solicitation was posted on October 21, 2026, with a response deadline of December 3, 2026. Proposals must be submitted electronically through the H-GAC Procurement Portal powered by OpenGov. Strict communication restrictions are in place, prohibiting direct contact between respondents and H-GAC employees, excluding the designated solicitation contact, from the issue date until the conclusion of the protest period or contract execution. Additionally, respondents are prohibited from offering gratuities or favors to H-GAC officials to influence the award process.
