209090 UW-IT: CPG Public Safety RF Improvement - Request For Proposals (RFP) and Addenda

INTRODUCTION: The University of Washington (University or Owner), through UW Facilities Project Delivery Group, is requesting Proposals from contractors interested in providing the design, specifications, fabrication, and installation of a Public Safety Distributed Antenna System (PS DAS). The owner’s estimate for this project is $1,200,000. The University is utilizing the public works contracting procedure authorized under chapter 39.04.270 RCW, Electronic data processing and telecommunications systems – Municipalities – Acquisition method – Competitive negotiation. Pursuant to the statute, the proposal shall include a price for the design, permitting, the specifications, the fabrication, and the installation of the DAS antenna system. The proposal shall be based on information provided within this document. The project will be managed by UW Facilities, Project Delivery Group. PROJECT GOALS AND REQUIREMENTS: The goal of this project is to improve Public Safety radio coverage in the Central Plaza Garage. The primary objective is to install a Public Safety Distributed Antenna System (PS DAS) to ensure reliable in-building RF coverage for first responders and UW Facilities radios. As a secondary objective pending costs, UW-IT aims to deploy a neutral host Cellular Distributed Antenna System (C DAS) to provide commercial cellular RF coverage, enabling the use of personal cell phones and cellular-based building systems within the garage. The DAS systems would require the installation of additional power, cabling pathway, potential core drilling of existing concrete slabs to support the system pathway and all necessary equipment for the DAS systems. The Public Safety system will require PSERN coordination for the public safety frequencies, as well as with UW Facilities for their radio frequencies and the UWF Fire Alarm Shop. PRE-PROPOSAL SITE WALK MEETING: The pre-proposal site walk meeting will be held on June 23, 2026, at 9:00 am. Please meet at the UW Central Plaza Garage at the top of the Gerberding Hall Stair at the Southeast corner of the parking garage adjacent to Gerberding Hall located at 1704 NE Grant Ln, Seattle, WA 98195. Bidders are encouraged to attend this informational meeting. The visit will allow prospective bidders an opportunity to see the site and work conditions. Bidders are obligated to raise pertinent issues during the visit or by the due date and time for written questions. Public Parking is available at contractor’s expense.
