The intent of this contract is to furnish all labor, equipment and materials for the decommissioning of the specified segments of road 20N35. Major items of work include, but are not limited to: removal of structures and obstructions; roadway obliteration, placement of riprap, and seeding and mulching. Roadway obliteration includes removal of fill material at local drainages to restore natural stream drainage patterns, construction of dips, and ripping the road surface. Major quantities include 0.78 miles of roadway obliteration, placing 194 tons of riprap in specified channels with 889 square yards of geotextile and placing 888 square yards of erosion control mats on slopes. PROJECT LOCATION: The project is located on the Covelo Ranger District of the Mendocino National Forest. To reach the project area from Willows, CA: at the junction of Interstate 5, take Highway 162 west for approximately 20 miles to the junction with County Road 306; proceed north on CR 306 for approximately 3.6 miles to the junction with Forest Highway 7; proceed west on FH-7 for approximately 16.6 miles to the junction with County Road 311; proceed southwest 2 miles on CR 311 to the junction with Forest Road M-3; then south 1 mile to the junction with Forest Road M-6; then westerly 11.20 miles to the junction, at Low Gap, with Forest Road M-61 ahead and 20N35 to the right; proceed northerly on 20N35 approximately 2 miles to the junction with County Road 311 and the beginning of section 1. To reach section 2 from here; proceed westerly on County Road 311 approximately 0.50 miles to the junction with a road into private property; proceed northerly on the private road approximately 0.70 miles to the center of section of section 2. PRICE RANGE: Between $250,000 and $500,000. Estimated start work date is September 7, 2008. CONTRACT TIME: 30 Calendar days. A pre-proposal tour will not be conducted. CASCADING SET ASIDE. Proposals will be accepted by HUBZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Small Businesses, and Other Than Small (Large) Businesses. Proposals will be evaluated using a tiered cascading approach: when proposals are received, they will be opened for identification purposes only. The Government will evaluate only those proposals in the first tier (HUBZONE Small Businesses), and exhaust all negotiation efforts before pursuing evaluation and negotiation at the second tier (Service Disabled Veteran Owned Small Businesses). This will continue through the third tier (Small Businesses) before considering proposals from the fourth and final tier (Other than Small (Large) Businesses).
