Amendment 0002 to RFQ W914NS-04-Q-0164 outlines the requirements for the procurement of railroad turnouts in UIC Styles 1:13 and 1:11. All track materials must strictly adhere to UIC standards to avoid rejection, specifically requiring high manganese cast steel hono block frogs with four antennas for thermi welding. The scope of supply includes electric powered SP3 or SP6 point machines. While U.S. content is not required to be 100 percent, all technical specifications must be met, and documentation can be submitted after the contract award or upon the first delivery. The delivery schedule has been extended from 180 days to a phased delivery over 18 months after receipt of order, though the government encourages more aggressive timelines. Materials are to be delivered via Umm Qasser or Rabiya, with Iraqi railways handling final transportation. Payment will be made via direct deposit of U.S. funds following inspection and acceptance. No training or assembly assistance is required. The closing date for the RFQ remains unchanged, and FAR 52.212-3 submissions are exempt from volume restrictions.
