AI Contract Overview
The Virginia Army National Guard is seeking to establish a Blanket Purchase Agreement (BPA) to provide prepared hot meals—namely breakfast, lunch, dinner, and occasional holiday-themed meals—for Soldiers of the 229th Chemical Company during home station activities at the Roanoke Regional Readiness Center in Troutville, Virginia. This BPA, solicited under number W912LQ26QA001, is a total Small Business set-aside aligned with NAICS code 311991 (Ready-Made Meal Preparation). It is structured to allow multiple vendors to compete on a rotational or best-value basis for call orders that typically will not exceed $20,000 individually and collectively will have a ceiling of $350,000 over a maximum period of 60 months, extending through September 2031. The ordering process is flexible, permitting call orders throughout this timeframe with vendors submitting updated pricing annually. The solicitation emphasizes the provision of high-quality, hearty meals prepared according to commercial and U.S. Army standards, with lunch being the most frequently ordered meal and the potential for breakfast or dinner as required. Contract performance requires full compliance with delivery scheduling, food safety, and security procedures at the installation, including adherence to DoD and Army personal identity verification protocols. The contractor bears all costs for transportation and must deliver meals on time, packaged individually at proper temperatures, with stringent quality control and rapid corrective measures in case of deficiencies—non-compliant meals must be replaced within 1.5 hours at no additional cost. Acceptance inspections occur at the delivery site and are overseen by the Contracting Officer’s Representative. The BPA incorporates mandatory FAR and DFARS clauses regarding ethics, security, trafficking, and small business utilization, among others. Award evaluation will consider fair and reasonable pricing, past performance, and the ability to meet the detailed performance requirements outlined in the Statement of Work and Quality Assurance Surveillance Plan. Vendor proposals must be submitted electronically by December 19, 2025, and include detailed menu offerings, pricing, representations, and certifications. Contract administration will be handled by the U.S. Army Contracting Command office in Richmond, VA, with designated points of contact available for questions and WAWF invoicing support.

Full Description
The Virginia Army National Guard will conduct home station activities for the 229th Chemical Company at the Roanoke Regional Readiness Center in Troutville, VA. Soldiers attending the home station activities will require prepared meals delivered to the readiness center throughout specified event dates. The Virginia Army National Guard intends to establish a Blanket Purchase Agreement (BPA), in accordance with this PWS, to purchase breakfast, lunch, and/or dinner meals through “call orders” as required in monthly “call orders”. The BPA will establish “agreements” with multiple vendors that may be used to satisfy requirements on a rotational or best value basis as in the best interest of the government. Any BPA will be valid for a period up to 60 months or a maximum ceiling up to the Simplified Acquisition Threshold (SAT) and includes potential for re-issuance. Individual “calls” shall not exceed $20,000 and “calls” below the Micro Purchase Threshold (MPT) may be placed without providing for fair opportunity. At the start of any new fiscal year, BPA holders may submit updated pricing for the new period. The VAARNG selects the best value vendors each year. These calls are supplemented as needed. Lunch meals will be requested most frequently, however some events may require breakfast and/or dinner meals. Also, a holiday themed meal may be requested once per fiscal year. The intent is to have a contractor provide high quality, hearty, and filling meals cooked under commercial and U.S. Army standards. Quotes are due not later than the date and time specified in this announcement unless otherwise amended. See the attach solicitation W912LQ26QA001 for further details.
