The Department of Veterans Affairs Medical Center in Grand Junction, Colorado, plans to negotiate a sole source contract with National Bus Sales for a specialized bus to transport veteran beneficiaries to and from the Winter Sports Clinic scheduled for April 2-6, 2007. The bus must accommodate seven wheelchairs and five ambulatory veterans and feature a hydraulic ramp instead of a lift for more efficient loading and lower maintenance. Specific requirements include a heater and cold weather package suitable for Colorado mountain conditions, large blackened windows to protect patients from sun exposure while allowing visibility, quick-release yet secure wheelchair restraints, a low entry design to support the ramp, a public address system, AM/FM/CD player with rear speakers, sport-style driver and copilot seats, retractable seat belts, and compliance with commercial item standards. No formal solicitation document will be issued, and telephone inquiries are not accepted. Firms capable of meeting the requirements must submit written notifications to the Contracting Office within seven days of the publication date, providing thorough evidence of their ability to deliver on time.
