233A-26 Litter Pick-Up

The Ohio Department of Transportation is soliciting bids for a contractor to provide comprehensive litter removal services along 602.85 centerline miles of ODOT-maintained interstate and similar highways. The contract covers seven regions in Ohio, including the metropolitan areas of Columbus, Cincinnati, Cleveland, Toledo, Akron/Canton, and Dayton. The contractor will supply all required labor, equipment, and materials, such as transportation, safety vests, trash bags, and traffic control signage, and manage the proper disposal of collected litter at designated ODOT garages. Service areas include medians, ditches, slopes, gores, under and around guardrails, bridge structures, and other specified roadside locations. The contract mandates two deep-clean litter pickups annually—one in summer and one in late winter—as well as five maintenance litter pickups spaced throughout the year to maintain a high standard of roadway cleanliness. After each pickup, strict quality standards must be met, allowing no more than 20 visible pieces of large litter per 0.1 mile segment within 24 hours. The contract begins July 1, 2025, and concludes June 30, 2026, with the possibility of two one-year renewals based on performance. Bidders are required to prove relevant prior experience with similarly sized projects, and must be registered as a State of Ohio Supplier with a valid vendor identification number within fourteen days of contract award.
