Solicitation # BRFP2603
The Idaho Department of Health and Welfare is soliciting proposals for the Idaho Tobacco Project Support and Enforcement (BRFP2603), a fixed unit cost, indefinite quantity contract designed to ensure compliance with Idaho statute Title 39, Chapter 57. The primary goal is to maintain a statewide compliance rate of at least 90% to secure federal SAMHSA Synar funding. The scope of work includes performing at least one annual inspection for approximately 1,800 retailers, managing permitting and education websites, providing retailer training materials, and handling inspection evidence disposal. The anticipated contract term is five years, running from January 1, 2027, to December 31, 2031, with an estimated total value of 2,534,120.00 dollars. Proposals must be submitted electronically via the IPRO system by November 17, 2026. Award selection is based on a normalized scoring system where the technical proposal accounts for 600 points and the cost proposal accounts for 400 points, with cost evaluations limited to the top three technical scorers. Key requirements include the appointment of a dedicated Project Lead and the presence of at least one decision-making staff member in Boise, Idaho. Contractors must adhere to strict reporting timelines, including submitting a finalized work plan within 15 business days of the effective date and providing violation documentation within 90 days of an inspection. Compliance with various federal and state regulations, including HIPAA and anti-discrimination laws, is mandatory.
