The scope includes biweekly collection using two 3-cubic-yard bins—one for waste and one for recyclables—at the specified DMV location. Bidders must be authorized franchise haulers in Orange County and submit a comprehensive bid package by October 1, 2025, via email, including all required certifications, cost sheets, and declarations. The estimated total cost over the contract period is approximately $30,843. The procurement process emphasizes responsiveness and responsibility, with award based solely on the lowest responsible, responsive bid, and no weighted or adjectival evaluation factors are used. The contract incorporates standard state and federal clauses, including the California General Terms and Conditions, Contractor Certification Clauses, and Title VI/Non-Discrimination Assurances, along with specific provisions addressing force majeure, health and safety, and DVBE participation. Operationally, the contractor is responsible for secure bin placement, biweekly collection, proper documentation after each service, and compliance with all applicable laws and regulations. Inspection and acceptance occur at the DMV field office, with the DMV Project Manager conducting walk-throughs and verifying service completion. The contractor must leave notices indicating service completion and correct any deficiencies at no extra cost. Payment is made monthly in arrears, contingent upon proper invoicing and proof of service, with the contractor required to submit detailed invoices via email. The contract emphasizes strict adherence to documentation, safety, and nondiscrimination requirements, with provisions for amendments, insurance, and subcontracting, including DVBE participation, all governed by California state law and the DMV’s specific administrative procedures.
