The contract involves the procurement of EPA-approved Colilert® reagents—specifically, Colilert®-24 and Colilert®-18—for Fulton County, Georgia’s Department of Public Works to support ongoing water quality monitoring and regulatory compliance. The county requires a multi-year, indefinite quantity, firm fixed-price contract awarded through a competitive sealed bid process, with estimated quantities for various laboratory supplies such as reagents, test trays, vessels, and labels. The products must be compatible with existing county-owned laboratory equipment, and the contract emphasizes timely delivery FOB destination, inside, and assembled, with prices including packing unless otherwise specified. The scope ensures the county’s ability to meet monthly testing requirements for total coliforms and E. coli, critical for maintaining safe drinking water and environmental standards, with non-compliance risking fines from state and federal agencies. The contractual framework is governed by Fulton County’s own terms, local statutes, and federal civil rights laws, explicitly excluding federal FAR clauses. Key provisions include compliance with Georgia law (O.C.G.A. § 36-60-13), non-discrimination policies, and responsible bidder qualifications demonstrating experience, character, and financial stability. The award process prioritizes the lowest responsive and responsible bid, evaluated on responsiveness, responsibility, and price, without weighting or adjectival ratings. The contract allows renewal options contingent on county approval and appropriations, with detailed requirements for insurance, subcontractor reporting, and dispute resolution. Delivery and performance are scheduled for an initial one-year term, with possible extensions, and all supplies are to be delivered to Fulton County’s specified address, with orders placed via purchase or delivery orders. Payment is net 30 days, contingent on proper invoicing referencing purchase orders, and the contractor must report payments to subcontractors via the county’s B2GNow system. The solicitation process mandates electronic bid submission through BidNet Direct by October 28, 2025, with all required forms, certifications, and addenda to be uploaded as part of the single response, emphasizing compliance with county policies and procedures.

Fulton County, Georgia County In order to maintain healthy and safe environments relating to the provision of clean drinking water and healthy rivers and streams, the County is required to collect and analyze water samples monthly for total coliforms and E. coli. Colilert® -24 and Colilert®-18 reagents are the EPA-approved product for Standard Method 9223, which is used in the detection of total coliforms and E. coli. Colilert® -24 reagent detects total coliforms and E. coli in water/wastewater samples within 24 hours. Colilert®-18 reagent detects total coliforms and E. coli in water/wastewater samples within 18 hours. The County is required, under its drinking water permit, to collect and analyze samples each month for total coliforms and E. coli. In addition, this method is used to analyze fecal coliform samples, which is required under the County¿s National Pollutant Discharge Elimination System (NPDES) permit. Failure to do so would subject the County to fines and penalties levied by Georgia¿s Environmental Protection Division or the U.S Environmental Protection Agency. Colilert® -24 and Colilert®-18 reagents are required because they are compatible with existing County-owned lab equipment.
