The Atlanta Public Schools is soliciting a Construction Manager at Risk (CMAR) for the new construction of A.D. Williams Elementary School in Georgia, a project designed to serve 900 kindergarten through fifth-grade students with a full complement of academic and support facilities including classrooms, a media center, a kitchen and cafeteria, a gymnasium, and auxiliary spaces. The scope encompasses comprehensive preconstruction services such as review of educational specifications, value engineering, constructability analysis, and development of preliminary budgets, followed by full construction delivery under a Guaranteed Maximum Price (GMP) structure. The CMAR must demonstrate proven experience in delivering comparable K-12 school projects on schedule and within budget, with evaluation heavily weighted toward pricing efficiency—where the fee and general conditions percentages are compared against the lowest submitted total to determine the scoring. The offeror must submit a detailed bid via the Bonfire portal, including a completed bid table, a valid general contractor’s license, and mandatory affidavits certifying non-collusion and E-Verify compliance, along with proof of authorization to bind the company. All proposals must be responsive to administrative requirements, and non-responsive submissions are automatically disqualified without further review. The project schedule is tightly defined, with the anticipated Notice to Proceed for construction set for January 31, 2027, a final GMP due by March 1, 2027, and substantial completion targeted for June 30, 2028. The CMAR is required to provide insurance certificates within five days of receiving the Intent to Award and furnish payment and performance bonds equal to the total contract value once awarded. The contractor must also engage in best efforts to involve qualified women-owned, minority-owned, and small business enterprises and demonstrate the availability and suitability of key personnel, including the Site Superintendent. All project work must conform to APS Design Guidelines, APS Standard Specifications, GaDOE guidelines, and other referenced documents available on the APS website. Proposals must be submitted exclusively through Bonfire under the designated tab, with no exceptions for email, mail, or fax submissions, and all communications must occur through the portal’s Q&A function to ensure transparency. Failure to comply with submission protocols, certification requirements, or deadline constraints will result in automatic rejection, and award will be made to the most advantageous offeror based on the combined evaluation of qualification and pricing.
