26-09 BONDED WEARING COURSE

The Town of Wolcott is soliciting sealed bids for the installation of a bonded wearing course on up to ten miles of its prepared roadways, with work including labor, equipment, and materials meeting specified technical standards for asphalt binders, aggregates, and gradation. Bidders must demonstrate five years of business experience, successfully complete at least three similar municipal projects, maintain adequate personnel and equipment, and provide proof of financial stability. All work must comply with Connecticut’s prevailing wage laws and adhere to strict material performance requirements including AASHTO and ASTM specifications for aggregates, sand equivalent, crushed faces, and resistance to stripping, with application temperatures strictly controlled for both bond coat and overlay layers. The contract requires a performance bond equal to 100% of the award and comprehensive insurance coverage including general liability, auto, umbrella, pollution liability, and workers’ compensation, with carriers holding an AM Best rating of A– or higher and the Town named as an additional insured. Contractors must secure all permits, maintain insurance annually, and ensure a competent superintendent is present on-site at all times. The Town reserves the right to award to a non-lowest bidder if greater expertise and experience better serve its interests, and the contract is subject to annual non-appropriation of funds, allowing termination if funding is unavailable. Performance begins within five days of purchase order issuance, and final acceptance is determined by the Director of Public Works upon successful completion and inspection at the project site, with a one-year guarantee against defects.
