The Illinois Department of Juvenile Justice is soliciting a vendor to provide certified Prison Rape Elimination Act (PREA) audit services for its youth centers. The contract spans from August 20, 2026, to August 19, 2029, and requires the vendor to conduct audits at a minimum of two youth centers per year. The audit cycle is divided into three years, covering facilities including IYC Pere Marquette, IYC Harrisburg, Peace Center at St. Charles, IYC Warrenville, Monarch Center at Lincoln, and IYC Chicago. The scope of work involves a three-phase process consisting of pre-audit, audit, and post-audit activities, including interviews and surveys to evaluate compliance with PREA standards. Required insurance includes General Commercial Liability of 1 million dollars per occurrence and 2 million dollars aggregate, Auto Liability of 1 million dollars per occurrence, and statutory Worker's Compensation. All deliverables are considered work for hire with sole ownership granted to the State of Illinois, and the vendor must maintain strict confidentiality of all accessed information.
