The Defense Logistics Agency (DLA) is preparing to issue a Draft Request for Proposal (RFP) for the Tire Privatization Initiative as mandated under the 2005 Base Realignment and Closure (BRAC) statute. This initiative aims to privatize the supply chain management of tires for the Department of Defense, specifically targeting Federal Supply Classes 2610, 2620, and 2630. The BRAC Commission's recommendation, which became law in November 2005 under the Base Realignment and Closure Act of 1990, intends to enhance the responsiveness and efficiency of tire supply, storage, and distribution to support deployment and sustainment of forces globally. The privatization effort will transfer these supply functions to private industry, allowing the Department of Defense to eliminate associated inventories, infrastructure, and personnel, while retaining only the supply contracting function. This transition is expected to leverage contemporary technologies and business practices to improve support at reduced costs. The Draft RFP, released on June 2, 2006, serves informational purposes and seeks input and comments from potential offerors by June 23, 2006, but does not accept bids at this stage. The planned acquisitions will consist of two Long-Term Fixed Price Requirements contracts with a five-year base period and an optional five-year extension, including Economic Price Adjustment provisions capped at 7% annually. One contract will cover Federal Supply Classes 2610 and 2630, and the other will cover 2620. The tires to be procured under this solicitation qualify as commercial items under FAR Part 12. Interested parties may register to receive updates and be added to the potential offeror list by contacting the designated representative via email. The Draft solicitation will be available only through the specified website until June 23, 2006.

THIS IS A DRAFT SOLICITATION NOTICE. Under the 2005 Base Realignment and Closure (BRAC) statute, the Defense Logistics Agency (DLA) will issue a DRAFT RFP for the Tire Privatization Initiative on Friday, June 2, 2006. The purpose of this Draft RFP is to solicit sources and comments to the RFP for supply chain management of tires for the Department of Defense. Under the Base Realignment and Closure Act of 1990, 10 U.S.C. 2687 note, the BRAC Commission's recommendation to privatize the supply, storage and distribution for tires (Federal Supply Classes (FSC) 2610, 2620, and 2630) became law on November 8, 2005. This recommendation is intended to create a more responsive supply support to user organizations and deployment, and the sustainment of forces when deployed worldwide. Privatization enables the Department to take advantage of the latest technologies, expertise, and business practices, which translate into improved support to customers at less cost. This recommendation disestablishes the wholesale supply, storage, and distribution functions for all tires used by the Department of Defense, retaining only the supply contracting function. The Department will privatize these functions and will rely on private industry for the performance of supply, storage, and distribution of these commodities. By doing so, the Department can divest itself of inventories and can eliminate infrastructure and personnel associated with these functions. This Draft RFP is for informational purposes only. The Government will not accept offers as a result of this Draft RFP. The acquisitions will use two Long-Term Fixed Price Requirements contract, five year base period with one-five year option period, with Economic Price Adjustment (EPA) provisions. The EPA provision is limited to a maximum increase of 7% per year. One acquisition will be for the supply of FSC 2610 and 2630, and the other acquisition will be for the supply FSC 2620. IAW FAR 2.101 the contracting officer has determined the tires to be purchased under this solicitation meet the definition of commercial items and will be solicited under FAR Part 12. Written comments will be accepted until June 23, 2006. Anyone interested in being added to the potential offeror's list may register as follows. To register, please send an email to Kathy Manley +1 (555) 000-0000, at contact@example.gov with your company name and address, CAGE code, and a primary point of contact to include telephone number and e-mail address. A return email will confirm your registration. Schedule: This Draft solicitation will only be available on this web site until 23 June 06.
