The Department of Defense, through the Defense Logistics Agency, is seeking industry input to develop a Performance Based Logistics approach for tire supply chain management as mandated by the 2005 Base Realignment and Closure (BRAC) statute. This initiative stems from the BRAC Commission's recommendation to privatize all wholesale supply, storage, and distribution functions related to certain tire Federal Supply Classes, aiming to improve responsiveness and sustainment of deployed forces while reducing costs. The privatization effort means the Department will retain only supply contracting functions and rely on private industry for the remaining logistics operations to leverage advanced technologies and business practices, allowing the Department to divest inventories and infrastructure associated with these functions. A Request for Information (RFI) was issued on March 13, 2006, to gather industry comments, recommendations, and ideas to shape the Government’s acquisition strategy compliant with BRAC requirements. Interested parties were invited to submit feedback by March 29, 2006, via email, including company details and primary contacts. This RFI serves solely as an information-gathering step and does not constitute a solicitation. The effort broadly targets entities involved in tire manufacturing and management under NAICS code 326211, emphasizing collaboration between the Government and private industry to optimize tire supply logistics for defense operational needs.

Full Description

THIS IS NOT A SOLICITATION NOTICE. In accordance with the 2005 Base Realignment and Closure (BRAC) statute, the Defense Logistics Agency (DLA) will issue a Request for Information on Monday, March 13, 2006. This Request for Information is available on the following web site, http://www.dscc.dla.mil/programs/tiremgmt . The purpose of this Request for Information is to obtain industry input to be used in establishing a Performance Based Logistics (PBL) approach for the supply chain management of tires for the Department of Defense. Under the Base Realignment and Closure Act of 1990, 10 U.S.C. 2687 note, the BRAC Commission's recommendation to privatize the supply, storage and distribution for tires (Federal Supply Classes 2610, 2620, and 2630) became law on November 8, 2005. This recommendation is intended to create a more responsive supply support to user organizations and deployment, and the sustainment of forces when deployed worldwide. Privatization enables the Department to take advantage of the latest technologies, expertise, and business practices, which translate into improved support to customers at less cost. This recommendation disestablishes the wholesale supply, storage, and distribution functions for all tires used by the Department of Defense, retaining only the supply contracting function. The Department will privatize these functions and will rely on private industry for the performance of supply, storage, and distribution of these commodities. By doing so, the Department can divest itself of inventories and can eliminate infrastructure and personnel associated with these functions. This Request for Information is for informational purposes only. The Government will use this input to develop its acquisition strategy to address BRAC requirements. DLA is interested in receiving industry comments, recommendations, and ideas regarding this initiative. Your written comments will be welcomed. Please provide your comments Wednesday, March 29, 2006, 2:00 PM EST. Please send your response via email to contact@example.gov with your company name and address, CAGE code and a primary point of contact to include telephone number and e-mail address.
