Construction Services for Confined Aquatic Disposal Cell Construction and Maintenance Dredging of the Providence River Federal Navigation Project, Providence, Rhode Island.
Solicitation # W912WJ27X1CUP
The U.S. Army Corps of Engineers, New England District, is seeking information from small and large businesses for a dredging project in Providence, Rhode Island, under NAICS code 237990. The project is estimated to cost between 80 million and 100 million dollars, with a solicitation expected around March 15, 2027. Construction is slated to begin in September 2027 and span approximately two years, divided into two dredging seasons ending August 31, 2029. The scope involves the mechanical dredging of approximately 5.5 million cubic yards of material using closed clamshell buckets. The work is divided into two primary sequences. First, the contractor must construct a new Confined Aquatic Disposal (CAD) cell at Edgewood Shoals North, which includes digging an access channel and excavating 3.2 million cubic yards of material for disposal at four designated sites. Second, the contractor will perform maintenance dredging of the Providence River and Harbor Federal Navigation Project to a depth of -40 feet MLLW plus two feet of allowable overdepth, removing approximately 2.3 million cubic yards of material to be placed in the newly constructed CAD cell. Strict operational requirements include maintaining a production rate of 300,000 cubic yards every 30 calendar days, working 24 hours a day, 7 days a week. All activities must adhere to prescribed environmental windows to protect aquatic wildlife, and extensions to these windows are not permitted. Interested firms must demonstrate experience with mechanical dredging at the required production rate and open water placement in New England during winter months. Capabilities packages are due by December 3, 2026.

The City of Daytona Beach is soliciting proposals for the Water Reclamation Facilities Hardening and Upgrades Project aimed at enhancing the resilience and operational efficiency of its wastewater treatment infrastructure. The primary focus is on hardening the Bethune Point Water Reclamation Facility against storm-related flooding, including risks from rainfall, storm surge, and sea level rise, as well as replacing outdated equipment to improve reliability and maximize treatment capacity, potentially delaying costly expansions. The project comprises seven distinct components at multiple facilities, encompassing comprehensive Design-Build services such as facility planning, grant funding support, detailed engineering design, construction inspection, commissioning, operator training, and preparation of operation and maintenance documentation. Compliance with State Revolving Fund requirements, Davis-Bacon labor standards, American Iron and Steel provisions, and environmental regulations are mandatory. Evaluation of proposals will follow a trade-off approach emphasizing best value rather than lowest price, with significant weight placed on the offeror's understanding of project delivery challenges, past performance on similar wastewater Design-Build projects with a minimum capacity of 10 million gallons per day, qualifications of key personnel (including project director, designers, construction managers, and engineers), and a collaborative delivery methodology integrating quality assurance, safety, risk management, and owner communication. The solicitation requires comprehensive documentation of minority- and women-owned business participation and adherence to federal labor compliance, including E-Verify usage for workforce eligibility. Inspection and acceptance criteria align with Environmental Protection Agency discharge standards and Florida Department of Environmental Protection permits, ensuring that constructed facilities meet stringent operational and environmental benchmarks. Proposals must be submitted electronically by May 14, 2026, through the City's standardized procurement platform, with detailed instructions on required documentation, file formats, and proposal contents to facilitate thorough evaluation and eventual contract award.

Project Overview The City of Daytona Beach (City) is undertaking the Water Reclamation Facilities Hardening and Upgrades Project. This project will address several key needs within the City's wastewater treatment facilities, including: Harden critical infrastructure at the Bethune Point Water Reclamation Facility (WRF) from storm-events, specifically addressing vulnerabilities from flooding due to rainfall, storm surge and sea level rise. Improve operational efficiency and reliability by replacing obsolete infrastructure and addressing condition concerns. Maximize existing treatment capacity to offset/delay the need for expansion projects. This project consists of seven (7) individual components located at both WRFs as listed below in Table 1.
