ENVIRONMENTAL PROFESSIONAL SERVICES - Killingly and ChaplinThe Northeastern Connecticut Council of Governments (NECCOG) is soliciting Statements of Qualifications from qualified environmental consulting firms and Licensed Environmental Professionals to conduct comprehensive environmental assessments at two municipally owned brownfield sites in Chaplin and Killingly, Connecticut. This procurement, identified as Solicitation Number 38115 and issued under the Connecticut Department of Economic and Community Development’s Municipal Brownfield Grant Program (Round 22 – Assessment Only), seeks professional services to evaluate contamination and remediation needs at the former Chaplin Post Office and Killingly Old High School. The scope includes conducting Phase I, and potentially Phase II and III, Environmental Site Assessments in accordance with ASTM E1527-21 and Connecticut DEEP regulations, along with hazardous building materials assessments, Remedial Action Plan development, and installation of DECD-compliant signage. All work must be directed and certified by a Licensed Environmental Professional, with deliverables submitted in both electronic PDF and two hard copies, signed and stamped by the LEP. The maximum total contract value is capped at $500,000, with funding allocated per site under DECD guidelines. Proposals must be submitted by August 24, 2026, either electronically to Jordan Lumpkins at NECCOG or via hard copy to the NECCOG post office box in Dayville, CT, with optional submission through the state’s DAS contracting portal. Evaluation is based solely on qualitative factors including the firm’s experience with brownfield sites, qualifications and credentials of the proposed team—particularly the LEP—technical approach, understanding of the specific site conditions, ability to meet schedule and budget, past performance, familiarity with DECD requirements, and reasonableness of proposed hourly rates; no numerical scoring or price-based selection is used. Awards will follow a trade-off process where the most highly qualified firm is selected and then enters into fee negotiation, making technical merit the determining factor rather than cost. Required insurance coverage includes professional liability, commercial general liability, automobile liability, and workers’ compensation, with NECCOG and the respective municipalities named as additional insureds. Submissions must also demonstrate compliance with state regulations, maintain separate accounting for each site, limit planning activities to no more than 15% of total project cost, and adhere to DECD reporting standards, while the contract remains subject to NECCOG’s authority for approval and acceptance of all deliverables.
