State/local procurement requirements: Restrictions and Procedures These Restrictions and Procedures apply uniformly to all prospective bidders and are intended to ensure compliance with applicable E-Rate, state, and local procurement requirements. ----- To be considered, all correspondence, questions, and bid responses must be directed to the Technical Contact and must copy the Form Contact listed on this Form 470. The entity may increase, decrease, or eliminate quantities or services without changing the per-unit cost. - Quotes and proposals shall be considered binding contracts if signed by the applicant within the stated proposal timeframe, or within twelve (12) months of receipt if no expiration is specified. - If Installation and Initial Configuration is checked as Yes on the Form 470, the entity reserves the right to disqualify any bid that does not include these services. - Any proposal including gray-market equipment or lacking required certifications/documentation may be disqualified. - Vendors debarred from Federal, State, or Local agencies are prohibited from bidding. - All purchases must comply with applicable state and local procurement laws. - Unless otherwise stated, vendor proposals are due no sooner than 28 days after this Form 470 posting.
