The required delivery date for all units is on or before January 31, 2013, with the destination being FMS countries. The acquisition involves strict qualification requirements, including the submission of a first article and adherence to export control regulations. Qualified sources include United Technologies Corp/Pratt & Whitney and Soldream Inc. Due to the military application of the technology, foreign owned firms must consult the contracting officer regarding award restrictions. The government is utilizing a limited source solicitation process under FAR 6.302, and the obligation of funds is contingent upon the availability of appropriated appropriations.
