28-DAY DRY CARGO TIME CHARTER

The U.S. Department of Defense, through the Military Sealift Command’s Strategic Sealift Program Office in Norfolk, Virginia, is conducting market research to identify available U.S. and foreign flag Roll-On/Roll-Off vessels capable of transporting approximately 500,000 square feet of military cargo under a 28-day dry cargo time charter. The operation is planned to commence on September 16, 2026, with cargo pickup in Beaumont, Texas, and redelivery in Gdynia, Poland. The cargo consists of tracked and wheeled military vehicles, including M1A1 and M1A2 Abrams tanks, Bradley M2A3 infantry fighting vehicles, M88A1/A2 recovery vehicles, Joint Assault Bridges, and STLR lowbed trailers, with individual unit dimensions and weights specified to evaluate vessel suitability. Vessels must provide a deck height exceeding 7 feet 5 inches to accommodate military cargo and feature a 20-foot door requirement for loading. Respondents are requested to provide the vessel name and description, daily charter hire rate, delivery and redelivery bonuses, fuel consumption rates under way and during loading, militarily useful deck space, supercargo capacity, and business size classification. Small businesses must certify under NAICS code 483111, with a size standard of 1,050 employees per FAR 19.102. Large businesses are encouraged to identify potential subcontracting opportunities.
