Solicitation SPRTA1-12-R-0343 is a request for the purchase of air compressor disks for TF33 engines, identified by NSN 2840-00-787-7822 and part number 702413. The government seeks a minimum of 1 and a maximum of 48 units for delivery to Tinker Air Force Base, Oklahoma, by March 31, 2014. This acquisition is conducted under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302, as the required supplies are available from only one or a limited number of responsible sources. Qualification requirements are in place, specifically MQR-3, which limits prospective sources to manufacturers fully licensed by the original equipment manufacturer, Pratt & Whitney. While the government is not utilizing commercial item policies under FAR Part 12, responsible sources may submit capability statements or proposals. Final award decisions will be based on a combination of price, technical capability, and past performance, with payment contingent upon the availability of appropriated funds.
