The contract mandates strict adherence to military standards for packaging and marking, specifically MIL-STD-2073-1 and MIL-STD-129, with specific requirements for domestic and overseas shipments. This contract, issued by the Navsup Weapon Systems Support under solicitation N0038325QS088, is for the procurement of 40 cooling plates for turbines (NSN 7R-2840-012992225-XQ) with delivery terms set as FOB Origin. Due to the flight-critical nature of the part and the specialized engineering and manufacturing knowledge required, the item necessitates engineering source approval by the design control activity. The government intends to negotiate with a single source under FAR 6.302-1 because the approved sources retain essential technical data and design capabilities that are not economically available to the government. Prospective bidders who are not already approved sources must submit comprehensive documentation as detailed in the NAVSUP WSS Source Approval Information Brochures along with their proposals. Failure to provide the required data or proof of a pending application will result in the offer not being considered for award. While the government is primarily seeking a single source, other responsible parties may submit capability statements or proposals within the specified timeframe for consideration, though the final decision to compete the procurement remains at the government's discretion.
