The Coast Guard Engineering Logistics Center is seeking to procure two crankshafts for the PAXMAN 16RP200M Engine under solicitation HSCG40-06-Q-41029. This acquisition follows Simplified Acquisition Procedures and is intended to be awarded as other than full and open competition to Man B&W Diesel, as the government requires certified authentic OEM parts and lacks the proprietary technical data necessary to evaluate alternative sources. While the government believes only the original manufacturer or its authorized distributors can ensure proper fit, form, and function, other capable organizations may submit information demonstrating their ability to provide the parts. Interested parties must provide evidence of previous satisfactory manufacturing for the government or detailed engineering data comparing their products to the OEM specifications. This notice is not a Request for Proposal, and no pricing information is required at this stage.

PRESOLICITATION NOTICEHSCG40-06-Q-41029 This acquisition is subject to Simplified Acquisition Procedures. The Solicitation, Evaluation, and Award procedures of FAR Parts 13.106-1, 13.106-2, and 13.106-3 apply. The Coast Guard Engineering Logistics center intends to procure TWO Crankshafts (used on the PAXMAN 16RP200M Engine). NSN: 2815-99-810-6101. This acquisition is for supplies for which the government intends to solicit and negotiate with contractors who can provide CERTIFIED AUTHENTIC OEM Parts. This will be other than full and open competition using OEM Man B&W Diesel. Technical data and/or drawings pertaining to Man B&W Diesel parts are not available to the Government and are propriety to the OEM. The procurement involves parts being procured from the prime equipment manufacturer of its actual supplier. Organizations having the expertise and required capabilities to provide the items are invited to submit complete information discussing such capabilities as follows: (i.e. salient physical functional and serviceability characteristics) (1) show that they satisfactorily manufactured the parts for the Government or primary equipment manufacturer; or (2) submit complete and current engineering data comparing the offered parts to the OEM to demonstrate the acceptability of the parts The submission of technical data packages for review shall not impede the award. It is the government's belief that only Man B&W Diesel., the manufacturer of the crankshafts and/or its authorized dealers and distributors can furnish the required parts and ensure the proper fit, form and function of all its components. The United States Coast Guard Engineering Logistics Center does not possess the technical expertise to evaluate the parts of an alternate product. Other concerns having the expertise and required capabilities to furnish the above items are invited to submit complete information discussion capabilities in duplicate within fifteen (15) days of this announcement. No cost or pricing information is required. This is not a Request for Proposal (RFP). The Government does not intend to pay for this information solicited.
