AI Contract Overview

The contract involves the repair of the AV-8B servocylinder, a flight-critical component for which Claverham (CAGE code K0659) is the only known source with full manufacturing capability due to the absence of complete government-held data and drawings. This situation renders the procurement a sole-source acquisition. However, while Claverham remains the primary approved repair source, all responsible parties are invited to submit capability statements, proposals, or quotations for consideration. The government requires source approval before awarding a contract, given the technical sensitivities and limited data supporting repair through open competition. New sources seeking approval must submit detailed technical information as outlined in the NAVICP Source Approval Information Brochure for Repair to be considered. The contract solicitation (N0038317RM021) was issued by NAVSUP Weapon Systems Support under NAICS code 336413 and posted on November 29, 2016. It emphasizes stringent source approval procedures, noting that awards will prioritize existing approved repair providers unless a new source's approval can be completed promptly. Any offerors not previously approved must include relevant documentation as per the brochure or evidence of an ongoing approval process with their proposal, or their bids will not be considered. The government stresses that delays in source approval may necessitate continuing the award with currently approved sources to meet fleet support requirements. The contract is managed out of Philadelphia, Pennsylvania, under the Department of Defense.
