The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), is issuing this combined synopsis/solicitation for the acquisition of a 2D High-Density Multi-Electrode Array (MEA) Electrophysiology Platform, including required hardware, software, accessories, initial consumables, installation, system verification, calibration, training, warranty coverage, and preventative maintenance option periods.


This solicitation is issued as a Request for Quotation (RFQ) for commercial products and services. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued.


This requirement is being solicited on an unrestricted basis.

Basis for Award: Lowest Price Technically Acceptable (LPTA)


Award will be made to the responsible offeror whose quotation is determined to be technically acceptable and represents the lowest evaluated price. Technical acceptability will be evaluated on a pass/fail basis against the minimum requirements identified in the solicitation and attached Requirements Document. Quotations that fail to meet any mandatory minimum requirement may be determined technically unacceptable and will not be considered for award.


The solicitation includes a base requirement consisting of the equipment and associated supplies/services, a two-year warranty from final Government acceptance, and three one-year option periods for preventative maintenance and repair services.


The solicitation is subject to the Trade Agreements Act. Offerors shall provide the country of origin for all offered end products and complete all applicable representations and certifications.


Questions: All questions regarding this solicitation shall be submitted in writing no later than September 17, 2026, at 10:00 AM Eastern Time. Questions received after the deadline may not be answered. Responses to questions may be posted through an amendment to the solicitation.


Quotation Due Date: Quotations shall be submitted no later than September 23, 2026, at 10:00 AM Eastern Time.


Offerors shall submit a complete quotation that includes, at a minimum, technical documentation demonstrating compliance with the solicitation requirements, completed technical compliance information, pricing for the base requirement and all option periods, warranty information, delivery lead time, country of origin for all offered items, UEI, and confirmation of active SAM.gov registration.


All solicitation documents, attachments, amendments, and Government responses to questions will be posted to SAM.gov. Offerors are responsible for monitoring SAM.gov for amendments or other updates to this solicitation.
