Full Description

The City will use this 3yr CCTV inspection data to prioritize future sanitary sewer main replacement CIP projects. Our current outdated CCTV inspection footage did not include any NASSCO Pipeline Assessment Certification Program (PACP) inspection ratings. The City would like to establish a benchmark to compare with future inspections of the same pipeline segments. By doing so, the City can incorporate an asset management program to determine likelihood of pipeline failures and when combined with the consequences of failure, develop a risk-based plan to priortize imporvements.

Refurbishment of Existing On Load Tap Changer at Adobe Creek Substation - AC21
Solicitation # RFQ199445
The City of Palo Alto Utilities Department issued RFQ199445 for the refurbishment of an existing on-load tap changer (OLTC) at the Adobe Creek Substation (AC21). The project is critical to the electric distribution network as the subject transformer is currently offline, posing a reliability risk to customers served by the Adobe Creek, Colorado, and Maybell substations. The scope of work requires a contractor to provide all labor, equipment, and materials to perform pre-work testing, drain the LTC and main tanks, replace the TLH-21 LTC with a certified re-manufactured component, replace the 60KV SMD fuse holder, pressure test the main tank, vacuum fill the transformer, and conduct post-work testing. The City has standardized its requirements for the Allis Chalmers TLH-21 Load Tap Changer and will not accept alternate products. Eligible bidders must hold a valid California Class A license and be registered with the Department of Industrial Relations. The contract will be awarded to the lowest responsive and responsible bidder based on the lowest Base Bid. Key contractual requirements include compliance with California prevailing wage laws and the provision of performance and payment surety bonds equal to 100 percent of the contract sum for projects exceeding 25,000 dollars. Additionally, the contract stipulates liquidated damages of 500 dollars per day for unexcused delays and requires comprehensive insurance coverage, including general liability and worker's compensation. Bids were due by November 3, 2026, via the OpenGov portal.

The objective is to evaluate the financial sustainability and future strategic direction of the City's fiber enterprise, which includes dark fiber services, backbone investments, internal City use, and residential fiber-to-the-premises (FTTP) services. The selected consultant will create a transparent, staff-maintainable financial model to support scenario analysis and provide a final written summary of findings and recommendations to inform in-house business planning and future enterprise development.
