The Department of Defense's NAVSUP Weapon Systems Support in Philadelphia is planning to procure a single unit of a shoulder shaft (Part Number 06371-05802-103, NSN 7RH 3040 016986249 H5) through a sole source solicitation from Sikorsky. This procurement is based on the fact that the government does not possess the drawings, data rights, or manufacturing capabilities for this part, making Sikorsky the only responsible source capable of fulfilling the requirement. The procurement will be conducted under existing agreements, specifically the Basic Ordering Agreement N0038320GX901, and any manufacturer not already approved must submit a Source Approval Request, although the process will not delay the award. The solicitation emphasizes that the government intends to negotiate solely with Sikorsky, citing statutory authority under 10 U.S.C. 3204(a)(1) and FAR 6.302. While the notice is not a request for competitive proposals, other interested parties may submit capability statements or proposals within 45 days for consideration, primarily to evaluate the possibility of a competitive process in the future. The procurement will be executed electronically via NECO, with no hard copies or telephone requests accepted. Interested organizations are encouraged to contact the designated government representative, Kate N. Schalck, via email for further information.
