This document is a sources sought synopsis intended to gather information for a potential long-term requirements contract (F41608-00-D-0323) involving General Electric. The contract focuses on sole source items designated as "4D" or "4H," which signify either unique design capabilities exclusive to the prime vendor or insufficient data to permit competition, respectively. The Oklahoma City Air Logistics Center manages these items, and although qualification requirements are currently not applicable, any newly qualified sources would have their items removed from the contract upon the exercise of the next option. The primary sources are specific General Electric facilities located in Cincinnati, OH; Lynn, MA; and Mt. Laurel, NJ. This synopsis is not a Request for Proposal and does not accept telephone inquiries, requiring all requests to be submitted in writing or via fax directly from the requestor. The justification for this sole source contract is based on the limited availability of supplies or services to one or a few responsible sources capable of meeting agency requirements. Key details include the National Stock Number 3110001115794NY and part number 9606M98P06, with the solicitation posted in March 2004. The contract operates under the authority of 10 USC 2304 (c)(1), which allows for non-competitive procurement when only one or limited sources can satisfy the requirements.
