This solicitation seeks a qualified vendor to perform comprehensive repairs on two trunnion mounted hydraulic cylinders with an 18 inch bore and 225 inch stroke. The scope of work includes inspecting components, honing the cylinder tube bores, applying high velocity oxygen fuel tungsten carbide coatings to the bores and rods, repairing manganese bronze rod glands, and fixing stitch welds on the trunnion mount. Following these repairs, the vendor must assemble the cylinders, perform pressure and leak tests using Mobile DTE13M oil, and apply a black marine rated epoxy paint system. While the government provides seals and piston rings, the vendor is responsible for all other materials and the shipping to and from Sault Ste. Marie, Michigan. Proposals must include a detailed statement of capability highlighting the vendor's experience with tungsten carbide coatings, available in-house machine tools, and references for similar past performance. Technical qualifications are weighted more heavily than price in the evaluation process. The government reserves the right to conduct facility visits and periodic quality control inspections prior to final acceptance. All repaired cylinders must be returned to Sault Ste. Marie, Michigan, no later than March 7, 2008.
