34th and Adams Hawk

The City of San Diego, through its Purchasing and Contracting Public Works Department, is soliciting construction services for the 34th and Adams HAWK project. The scope of work involves the installation of a pedestrian hybrid beacon high intensity activated crosswalk (HAWK) across the west leg of the intersection of 34th Street and Adams Avenue, the replacement of adjacent curb ramps, and the restriping of the intersection. The project has an estimated construction cost of $450,000.00 and must be completed within 105 working days. This is a total set-aside for City-certified ELBE firms, and the contract will be awarded to the lowest responsible and reliable bidder. Bidders must submit electronic bids via the PlanetBids portal by December 15, 2026. Required submission documents include a bid bond for 10% of the total bid amount, a Contractor’s Certification of Pending Actions, a Mandatory Disclosure of Business Interests Form, and Debarment and Suspension Certifications for both the prime contractor and all subcontractors. The awarded contractor must provide a Faithful Performance Bond, a Labor and Materialmen’s Bond, and certificates of insurance within 10 working days of the Notice of Intent to Award. Compliance requirements include adherence to prevailing wage rates, the Americans with Disabilities Act, the Due Process and Safety Ordinance, and In-Use Off-Road Diesel Fueled Fleet Regulations. Performance will be evaluated based on contract administration, construction workmanship, safety, storm water BMP compliance, and professionalism. Invoicing and monthly payment reporting must be managed through the City's Prism portal by the 10th day of the subsequent month.
