Solicitation # W91QEX27QA001
Solicitation W91QEX-27-Q-A001 is a Total Small Business Set-Aside for a Firm-Fixed-Price contract to provide a complete turnkey modernization of operational workspaces for the United States Southern Command (SOUTHCOM) and the USSOUTHCOM Joint Task Force-Western Hemisphere (JTF-WHEM) in Doral, Florida. The requirement involves the design, procurement, delivery, and installation of modular ergonomic workstations and technical control room consoles. While the original scope included three rooms, Amendment 0001 removed Room 3 (JOC), narrowing the focus to Room 1 (JPG) and Room 2 (POD), each with a planning target of approximately 35 workstations. The awardee is responsible for all project management, pre-installation site surveys, removal and disposal of existing furniture, assembly, and final acceptance testing. The procurement is conducted as a Best Value Tradeoff, with non-price factors weighted significantly higher than cost. Evaluation factors include technical and space planning capability, master milestone and delivery schedule, past performance, and management approach. A mandatory security gateway requires all performing personnel to possess an active Top Secret clearance; failure to meet this requirement results in immediate rejection. Technical specifications mandate compliance with ANSI/BIFMA, ADA 2010 Standards, and various safety codes including NFPA 101 and UL 962. Proposals must be submitted electronically in five distinct volumes by November 23, 2026, and must include a signed SF 1449 and a detailed CLIN schedule.
