36-Inch Recycled Line Emergency Repair

Eastern Municipal Water District's(EMWD) 36-inch transmission recycled water pipeline was recently discovered to be leaking near the Murrieta Creek. This transmission pipeline is an essential part of Temecula Valley Regional Water Reclamation Facility's (TVRWRF) recycled water. The purpose of the proposed project is to identify the section of the pipeline that has experienced failure and conduct repairs. If the transmission line is left unrepaired, there is a potential for rupture which could result in the release of significant quantities of recycled water into the Murrieta Creek, potentially leading to significant erosion. It may also damage other recycled water lines that convey water from the TVRWRF. Overall, the potential for pipe rupture poses an imminent threat to life and property. To identify and repair the section of failing pipeline, the pipeline needs to be isolated, excavation needs to occur, and restoration of the excavated area would happen once repaired. The location of the damaged section of pipeline is located near Murrieta Creek. Excavation would happen on the south levee outside Murrieta Creek channel and would be restored. Due to the imminent threat to life and property posed by the potential rupture of the pipeline, EMWD has been working with regulatory agencies to notify of the emergency action. These agencies include California Department of Fish and Wildlife, Regional Water Quality Control Board, U.S. Army Corps of Engineers, and Riverside County Flood Control.
