The Department of Veterans Affairs, through the National CMOP Office and the VA Dallas Consolidated Mail Outpatient Pharmacy, awarded a firm-fixed-price sole source contract to Knapp Inc. for critical upgrades to the Tablet Capsule Automation hardware and Unit of Use Automation software. These subsystems, which were nearing the end of their operational life, are integral components of a larger system encompassing packing, picking, and cold chain processing areas. Because these components rely on proprietary software to communicate across the entire system, Knapp Inc. was identified as the only responsible source capable of performing the upgrades without causing substantial duplication of costs or significant operational downtime. The procurement was conducted under FAR subpart 6.302-1, designating Knapp Inc. as the original equipment manufacturer and the sole provider capable of satisfying the agency's requirements. The final contract, numbered 36C77021C0008, was awarded on September 29, 2021, for a total amount of 16,877,579.00 dollars. This action falls under NAICS code 333922 and was managed by the NCO 15 Regional Procurement Office - Central.
