AI Contract Overview
This construction contract solicitation, numbered 36C25626R0008, is a 100% Service-Disabled Veteran-Owned Small Business Set-Aside for the renovation of the Sterile Processing Service at the Veterans’ Health Care System of the Ozarks in Fayetteville, Arkansas. The project, governed under NAICS code 236220 with a $45 million small business size standard, carries an estimated value between $20 million and $50 million and will be awarded as a firm-fixed-price contract with a performance period of 720 calendar days beginning from the Notice to Proceed. All offerors must be registered in SAM and verified through the SBA VetCert program with the assigned NAICS code, and must comply with the requirement to spend at least 15% of personnel costs on employees of eligible SDVOSB concerns. The solicitation was initially issued in March 2026 with a proposed due date that was subsequently extended to May 5, 2026, via Amendment 0001, and further supplemented by Amendment 0002, which added revised pricing documentation, updated specifications, and supporting site planning resources including a mobile endoscope reprocessing unit and utility connection guide. Proposals must be submitted electronically in two volumes—Volume I detailing past performance (not to exceed 15 pages) and Volume II containing price, contractual offer, and supporting documents—and sent as a single email with two PDF attachments not exceeding 15 MB total. Bid bonds are mandatory with submission, and awarded contractors must provide performance and payment bonds. Evaluation will be based on best value tradeoff, giving significantly more weight to past performance than price, with past performance assessed on timeliness, cost control, program management, and risk history. Special requirements include strict site access controls, prohibition of photography without authorization, submission of a detailed security plan, mandatory OSHA 10- and 30-hour training, and adherence to Buy American Act compliance. Key personnel must hold BICSI certifications and RCDD credentials, and all systems must meet ASTM, NFPA, ADA, and NEC standards. Invoices must be submitted electronically through the VA’s FSC e-Invoice
