The USDA's National Veterinary Services Laboratory, under the Animal and Plant Health Inspection Service, plans to award a purchase order on a sole-source basis to CEPHID for their Smart Cycler system. This system utilizes quantitative real-time PCR technology to rapidly and sensitively detect pathogens and potential biological select agents, offering superior performance compared to traditional culture methods. The Smart Cycler includes two processing blocks with multiple independent reaction sites, enhanced optical excitation and detection capabilities, and comes equipped with essential accessories such as a laptop with specialized software, an operator's manual, tube racks, a cooling block, a mini-centrifuge, and reaction tubes. Additionally, the Smart Cycler II version features improved optics, expanded gene target discrimination, advanced data analysis software, and increased sample capacity. This procurement is not open for quotes, though the agency invites vendors to submit detailed descriptive literature for consideration, with the government retaining sole discretion to determine if competitive procurement will be pursued based on those responses. The award will be made promptly following the notice response date under the guidelines of FAR Part 12, which governs acquisitions of commercial items. The designated contracting officer for this action is Sarah E Schauf, who can be contacted for further information.
