The United States Coast Guard Surface Forces Logistics Center, Long Range Enforcer Product Line, is seeking to award a contract for the procurement of Fairbanks Morse Engine Center Section Overhaul parts kits for the main diesel engines of 378 foot WHEC class vessels. Under solicitation number HSCG40-11-R-30210, the government requires two kits, part number 16612392 and NSN 2815-01-586-7128, with an additional option for two more kits. This acquisition is being conducted as other than full and open competition under the authority of FAR 6.302 and 10 U.S.C. 2304(c)(1), as Fairbanks Morse Engine is the original equipment manufacturer and the sole source with the proprietary technical data necessary to provide these components. The use of OEM parts is deemed critical to prevent catastrophic engine failure and avoid the degradation of vessel missions. Interested parties must provide comprehensive engineering data demonstrating the physical, functional, and performance characteristics of the kits, as well as evidence of satisfactory prior manufacture for the government. This procurement is managed by the Department of Homeland Security Sflc Procurement Branch 2, located in Alameda, California, under NAICS code 333518.
